In 1996, long before Ellen Moyer was Mayor, Dick Israel decided to run for Alderman or Ross Arnett moved to Eastport, Democrat Mayor Al Hopkins and his Council asked lawyer (now Judge) Dick Duden to form a Commission to study the issues related to local governance -- including hiring a City Manager.
The Capital, local bloggers and some elected officials don't want you to see or know their conclusions. But the report, titled "Report of the Annapolis Governmental Structure and Charter Revision Commission," dated September 9, 1996, has been posted on the City of Annapolis website. Why is the Anne Arundel Democratic Central Committee important?
A story in The Capital on July 5, 2006, was headlined, “Three incumbents face no Democrats in council races.” It went on to say, “No one has emerged to challenge three of the County Council's four Republican incumbents. They appear to have a clear path to re-election as no Democrats, or candidates from any other party, have stepped up to challenge them.”
Chuck Weikel believes Anne Arundel County needs a strong two party system. This means strong Democrats candidates running against incumbent Republicans. It’s an important check and balance on political power.
